[MetaCRS] Are we allowed to redistribute NADCON grid files?

Martin,

It has always been my understanding that the NADCON data files are
in the public domain.  The PROJ.4 project operates on this assumption.
I don't believe there is a credit requirement, though it would of course
be good manners.
