[MetaCRS] Motion: Libgeotiff as a MetaCRS sub-project

Have reread the Guidelines document again, so I know what the voting numbers mean.

Put me down for a +1.

Motion: That the libgeotiff software project and management of the geotiff
mailing list, and specification documents be considered a sub-project of
the MetaCRS project, and that Frank Warmerdam be consider lead for the
geotiff related activities of the MetaCRS project.

Note, this does not necessarily mean that MetaCRS will be responsible for,
or involved in updates to the GeoTIFF specification though that is not
impossible.  It does imply that we will take responsibility for hosting
these resources.

My intention is to migrate libgeotiff from cvs.maptools.org to
svn.osgeo.org/metacrs and to setup a trac instance which will replace
the plain web pages currently living at places like
http://geotiff.maptools.org/
