I also agree to all these items
A separate Trac system is good. The SVN structure looks good to me too
I don't know if this discussion will go very far, it feels like your proposal makes a lot of sense, I'd be tempted to call for the vote today.
Norm will be away for 2 days starting from tonight and he could vote today if that's possible

I agree it's probably more important to have separate Trac instances.
As long as each instance can point to it's own piece of the SVN tree it
should work.

I am all for getting this up and running as soon as possible.
