[MetaCRS] coordinate transformation and wcts

Hi,

A somewhat lesser 'known' area of GDAL is in ogr/wcts, which is an
(older) OGC WCTS (http://www.opengeospatial.org/standards/ct)
implementation.  More about this implementation is at
http://home.gdal.org/projects/wcts/.

This, for my projects over time, has proved to be very useful in the
areas of quick transformations (where visualization is done in, say
EPSG:42304 and gazetteer/location-based querying is done in EPSG:4326).

I wonder whether MetaCRS would be a suitable home, and / or whether
MetaCRS would have interest in coordinate transformation software like
this.
