[MetaCRS] Wiki Page and Initial Work on CSV File for Test Data

I put up a new wiki page for information on our test data file(s) here:

I'd like to start work on a preliminary CSV file over the weekend/next
week, based on our mailing list discussions. I'd like to propose one
version of the CSV file with comment lines marked by a leading number
sign, and another version with the comments stripped out.

 

I'll work at first on just a single CSV entry for a WGS84 -> California
State Plane Coordinate Zone 3 conversion, since this is the conversion I
perform most commonly. After I prepare the preliminary file with this
entry and we tweak it to our liking we can add other entries.
