Yes, that's correct.  The idea is that Proj4J should simply track 
whatever coordinate system technology is in Proj.4 (and possibly not 
even all of that - depending on development resources).  That said, 
another goal is to take advantage of the Java language and platform, to 
eg provide a more object-oriented design and hopefully provide some 
additional tools such as a GUI for exploring projections and computing 
transformations.
