[MetaCRS] Motion: Include spatialreference.org project in MetaCRS

Ok, seems like strong support for this.  My next motion is to give  
Chris Schmidt commit access to MetaCRS and we'll import the repository  
(at http://svn.osgeo.org/metacrs/sr.org/ ).  We don't need to keep our  
history, so it will just be a simple import.
