[MetaCRS] Give Calvin Metcalf commit access to proj4js; proj4js review policy

I was going to ask if there was a list of the work to be done anywhere, or
is it appropriate to just create issues in github?  For example I thought
that getting Proj4js to compile with closure in advanced mode was a
priority, is that still the case?
