[Journal] front-cover

Hello , 

I started to create a front page - so far it is an OpenOffice document which 
has to be converted to a pdf to be used in latex. Inside \tex_support

Please feel free to modify it and make it better looking. Especially add 
keywords what we want to announce on the front-cover and what shall be the 
background image (related to a software presented in this vol. or an 
arbitrary satellite image?)

The inclusion into Latex does not look so good so far, not scaled to 100% of 
the page.
