[Journal] Volume 3 SVN ready

I've just set up the SVN repository for Volume 3 now.  Please upload  
any material you have by creating a subfolder in the "proceedings"  
folder - using the first authors surname as the folder name.  e.g.  
svn mkdir volume_3/proceedings/mitchell

Any questions, let me know.  Please also give me an update if you  
have outstanding issues to attend to.
