[Journal] Standard LaTex Set-Up For OSGeo Journal

Good questions - I'm clueless with LaTex on Windows personally. I use
texlive distribution on Linux. Hopefully someone else has more
experience on Windows.
Maybe you'll need a USB live boot linux with latex on it for lunchtimes ;-)
