I just wanted to make sure that at least one other person than myself was available to help get it done.  Your list of steps sounds good. 

Thierry, you can point the authors to select the "Research Papers" section and we'll go from there.

I'd like to leave FOSS4G 2010 to another issue, since I'm not so sure what the plan is for them.  If they are already planning to publish elsewhere I don't want to get in the way.
