[Journal] Site migrated and update

Just a quick update that the journal site has been migrated to a new server.
At the same time I configured it so that you can access it with:

http://journal.osgeo.org

(instead of osgeo.org/ojs - which still works though forces a redirect)

I haven't got secure (https) login working yet, so will get that figured out
somehow soon.

Also, it looks like I will end up having time to coordinate the special edition
of FOSS4G proceedings after all, starting in December (there was room
in the FOSS4G budget to cover some of my time to handle it).  I don't think I can
help much on the annual report edition that is underway, but let's see how
it goes!
