[Oceania-Board] Round of membership review required

Just for posterity, the elections officer discussed this and we will
make sure to process membership applications right up to the day before
voting opens. This will ensure everyone who wants to vote gets the
chance to.

We have tried to inform as many in our community as possible about this
so they have an opportunity to apply. As you say Martin, no need to
pause memberships, but anyone who wants to vote needs to apply by
Friday, November 27th at 23:59 AEST.
