[Oceania-Board] Document Prettification

Hi All,

Just as clarification - I wasn't saying we lost Celina and Hamish entirely
- just that they were busy with other things at the moment ie. FOSS4G SotM
Oceania Hub activities etc. So I was stepping in to get the comms out.
When conference activities die down - I was proposing that we have some
targeted tasks and focus areas that the group can dig into.  We all have
busy lives and are trying our best.

We will move forward and make progress on our aims together. :) We just
need to be patient, kind and generous with each other.

Re: publishing minutes: I'll admit I was unaware this wasn't happening
until it was pointed out. At the same time - upon reading the minutes I can
see that they need to be more comprehensive to capture the right tone - I
was absolutely not criticizing anyone - but catching the tone takes more
time and effort.  Which we have all been short on in the past year.

I think this shows a process gap for the incoming board to fill in the
coming year.

I was also thinking perhaps we should institute an open suggestion box so
that people can say what they want or what we've missed.
