[Oceania-Board] motions: let F4G Oceania 2020 access all Good Mojo funds

I interpreted it more simply as:

"Let's increase the OO budget line for good mojo from $1,000 to ~$8,000"

I don't have an issue with this, as it doesn't mean it will be spent, just
that we're happy to spend it all.

But Adam may be able to clarify his intent.

To be clear, we have always separately accounted for our conference, our
main organisation and good mojo. Good mojo money is able to be reconciled
and accounted for on it's own, and really, the $8 k isn't a limit on it,
because we can always top it up from our main OO funds.

Plus, really, if we're planning on spending a lot of money on good mojo, we
should be asking OSGeo international for some too... but historically it's
been the conference folks who have done this.
