I suggest you roughly use a rule of:

http://austnz.foss4g.org:

* Material which is designed for the public

https://wiki.osgeo.org/wiki/FOSS4G-Aust-NZ 
<https://wiki.osgeo.org/wiki/FOSS4G-Aust-NZ>

* Material which is not targeted at the general public. (Eg, for 
conference organisors or developers, or similar).

As as example, you can see the difference between:

* http://2009.foss4g.org/

and

* https://wiki.osgeo.org/wiki/FOSS4G_2009
