  A very good idea with the small level of funding.  Not being a large
amount ensures applicants will focus their project activities and outcomes.

What is good about the document is that it's simple, explicit enough
without being too detailed.    Would applicants benefit from knowing what
is not funded? Personally prefer it unstated.

Assessment Criteria:
Is it one or all of these that you need?

Can't see why they would apply given the $250 limit but do you intend that
commercial organisations are eligible?

I tried to open the application form but it won't go to NEXT unless you
start filling out the blocks. Is there a doc somewhere that doesn't require
this?
