[OSGeo Oceania] Community Recognition Process

Hey Folks

The FOSS4G SotM Oceania Conference 2023 organisers initiated a process for
developing some kind of "recognition" or "awards" for the community.

We have drafted a proposal, which still needs more work, but is a good
starting point for discussion, I think.
