[OSGeo Oceania] FOSS4G 2025 LOI

Hi all,

The Board would like to compliment Simon Nitz, Alex Leight and the team
behind the LOI for the international FOSS4G 2025 for the great job done in
writing the letter, and we are pleased to announce our unanimous
endorsement of this initial phase. We will deliberate on endorsing
potential subsequent stages once the results of the LOI are known in May.
