I am preparing some code in my sandbox for parsing SLD, creating style
rules (with filters) from it, and applying it to vector layers. At the
code sprint, after reviewing my partial implementation, it could be
completed to handle all or at least the most common of SLD.

Furthermore, SLD write support is something that could be thougt of.
And there are people who would also like to see some API functions for
SLD editing applications.
