[OpenLayers-Dev] Call for Votes: LoadingPanel addin

Although  I havent tested it too much yet, we defintely need something
like this!

But what I tested until now I found that thers a little problem that
sometimes happens: panel doesnt always hide (cuz of loadend event),
and it can be a little frustrating to users.
