[OpenLayers-Dev] problem in InitResolutions?

Yeah, the naming is weird in OpenLayers (though this issue is not unique 
to OpenLayers).

OL minScale > OL maxScale

OL minScale =~ SLD MaxScaleDenominator (though our default assumptions 
about display resolution are different)

OL minScale =~ MapServer MAXSCALE (and our default assumptions about 
display resolution are the same)

The SLD naming makes the most sense.
