[OpenLayers-Dev] protocol having multiple formats?

Hi Eric,

SOS is a bit different from WFS.

To get the location of a sensor, DescribeSensor is used. It returns among
other information the geographical position of the sensor.

To get the actual data (wind speed etc.), GetObservation is used.

So DescribeSensor needs to be used from within the protocol in this case.

Currently I have writing out the request XML in a Format.SOS class, and
Format.SOSDescribeSensor currently only parses the DescribeSensor reponse.
Maybe I should just move writing out the DescribeSensor request XML into
the Format.SOSDescribeSensor and then I would just have to deal with 1
format class from within the protocol.
