[OpenLayers-Dev] OpenLayers.Layer.OSM is not a constructor

it means that the OSM layer is not included in the version of  
OpenLayers that you are using.

If you are using a single file build, it probably just wasn't included  
when you made it.  Just add OpenLayers/Layer/OSM.js to your build file  
and rebuild.

It could also be an older version of OpenLayers that doesn't include  
the OSM layer type.  Upgrade to a version that does.
