[OpenLayers-Dev] start release procedure

Ah right, I just got it now, that you are referring to the maintenance release without RC cycle that was brought up by Tim a while back.

Not sure what would be the proper way to handle this right now, should the PSC vote on that as well? I.e. the type of release?
