[OpenLayers-Dev] Compressed code "OpenLayers.js" can be reduced 70k

Hi,

In configurations "full.cfg" and "library.cfg" in "build" excludes languages
except English. But there are new languages that are not excluded. The
situation is contradictory; it excludes the most common languages but not
the minority languages.
