it's two changes that explain this behavior:
1) http://trac.osgeo.org/openlayers/ticket/3111 - As Bart already said, buffer is 0 now by default
2) http://trac.osgeo.org/openlayers/ticket/2998 - Tiles load after a 100ms delay when dragging stops now, not on moveend as you said.
So if you really want the old behavior back, you set the following two options on your OSM layer:
