  * anchor-permalink.html: add the mobile-specific metas, see
 <http://trac.osgeo.org/openlayers/attachment/ticket/3067/mobile-
 example.diff>
  * Permalink.js: it would be nice to now be able to also set {{{element}}}
 and {{{base}}} using the {{{options}}} object
  * Util.js: I don't think we want to change {{{getParameters}}} as done in
 the patch, as reading key pairs following a pound sign as URL params is a
 specificity of our Permalink and !ArgParser controls. I think we should
 have this code  directly in the {{{ArgParser}}} class.

 Hope it makes sense.
