 The resolution in ticket 2851 caused the projection object of the
 baselayer to essentially be saved off at the time the layer is loaded into
 the map. So if a vector layer using the fixed strategy is loaded prior to
 the map's base layer, all calls to the merge method pass null as the
 mapProjection parameter and fail.
