Bug in TileCache.

threshold = 0.001

Is not the right setting.

If you take this to the TileCache list, I'll help fix it further from
there: http://openlayers.org/mailman/listinfo/tilecache . I can't fix it
tonight, but I've known about it for al ong time, just been too lazy to
fix.
