[OpenLayers-Users] Language detection

Hi. If you build OpenLayers you need to make sure the language file is
in the cfg file. If you use OpenLayers in debug mode (with the
auto-load mechanism) you'll to explicitely add a script tag for your
language file - it was decided that the language files aren't
auto-loaded. Eric
