Hi,

I would think, it is a mapfile configuration problem with MapServer. The
message shows, that MapServer could not find any features in the requested
BBOX.

MapServer is able to reproject your layer data from one projection to
another projection. It should work also for a postgres layer.

Because it's not a OpenLayers problem, have a look at the MapServer mailing
list.
