[OpenLayers-Users] Preventing zoom out

Is the option maxResolution is supposed to prevent the user zooming out more
than the maxresolution? I have an OL app, with google maps and other wms. I
want my map centered in a specific country and the user not to be able to
pan or zoom outside some extents. I have restricted panning using
'restrictedExtent' but what about zooming out. I can't figure that out.
