You should contact CubeWerx in Canada. They have an Identity Management
Server product that provides authentication, single sign on and access
control. This has a price tag but should not be an issue for a Govt

environment?

The military in particular is leery of open source because they think it's
easier for a code contributor to put an exploit into the code.

Has anyone had to deal with this issue?
