[OpenLayers-Users] PanZoom - Zoom In not working on initial load

I've got a PanZoomBar control added to my map and on the initial load of the
page, clicking the zoom in does not work.  Once you use the zoom out, or
zoom to full extent buttons, the zoom in works.   I was wondering if anyone
else has seen this issue and might know what's going on.  I've tried the
PanZoomBar and regular PanZoom controls and both have the same problem.  Any
help would be great thanks
