proxy.cgi is exceedingly trivial. It has three parts:
 * Take the URL from the request. 
 * check that the URL has an allowable domain name.
 * Send a request to that URL and return the contents.

It can be done in a tiny number of lines of code.

There is no reason to not just write what you need when you need it.
