The trac milestone setting is not indicitive that something will
neccesarily be in a given version of OpenLayers. In general, we triage
tickets about 4 weeks before a release, tossing out anything that we
don't think it will make it in, and don't generally do much triage other
than that. 

Generally, we try to pull in any patches that have reviews, but that's
no guarentee.

A quick skim of the ArcIMS ticket doesn't raise many red flags, but the
fact that the Tile.IMage class is being changed worries me, because
that's a pretty core aspect of the code. However, I've done no deeper
look at this code, so I don't know if that's the only concerning bit;
just the one that stands out.
