[OpenLayers-Users] Retrieving value from layers

Hi All, 

I am at my wits end!!! 

I have an active layer, I can identify it using OL. The problem that I am faced with is as follows: 

How do I extract the information from the URL that has been created and pass it back to the web page. I need to restrict users to specific areas based on the area name. Any help will do.
