[OpenLayers-Users] TMS Layer - requesting wrong zoom level ?

Hi All,

I am setting up my first TMS service, but for some reason can't get
openlayers to request the correct tiles.

A demo is on:
  http://tools.gbif.org/geoBalance/passer4326/openlayers/

It seems to request:
  http://tools.gbif.org/geoBalance/passer4326/1.0.0/passerDomesticus/1/0/0.png
  http://tools.gbif.org/geoBalance/passer4326/1.0.0/passerDomesticus/1/1/0.png

But I *think* it should request:
  http://tools.gbif.org/geoBalance/passer4326/1.0.0/passerDomesticus/0/0/0.png
  http://tools.gbif.org/geoBalance/passer4326/1.0.0/passerDomesticus/0/1/0.png
At this zoom level...

Could someone please advise me what I am doing wrong?
http://tools.gbif.org/geoBalance/passer4326 is the root of the TMS
definitions, and I pretty much copied the basic layer in
http://labs.metacarta.com/wms-c/Basic.py/

Also, is there anyway to say to openlayers to use a default tile if
none found (e.g. blank transparent tile)?
