[OpenLayers-Users] IE 7/8 Openlayers.js single File Problem

This is a known issue that was fixed in the 2.8 final:
http://trac.openlayers.org/ticket/1910

Perhaps it is a cache thing, or perhaps the OpenLayers.js you are 
linking to is not the 2.8 final.
