mousemove would probably what you will want to tie into and then set a
timeout on it which would get reset each time mousemove gets fired.  
When the timeout gets fired, it should call your mousestop even.  Play
with the timeout value until you are happy with the amount of time it
waits before considering it a 'mouse stop'.
