[OpenLayers-Users] Zoomout on the initial map not working

Hi All,

I have a openlayers map in one of my web page and have used the 'maxExtent'
property while initializing the map object.

I have used zoomToExtent method of the map object to show the map.
Everything works correctly but from the initial map the user can't zoomout. 

I mean they can perform a ZoomIn and then a zoomout but if they tries to
perform a zoomout operation on the initial map it does not work.

Can someone explain why it is so?
