Your html and stuff can be accessed locally as it is on a normal pc.
You can also put it in the assets folder and grab it from there - I did not
create an app myself though and won't help you with that - I used phone gap.
And a standard web app means a standard web app ;-) The point here is not a
host os, but a browser the app runs in.
