Hmm, no screenshots. Dont put projection in the layer.WMS constructor - 
the WMS server know what the projection is and the display requests 
simply ask the WMS server to provide tiles already projected on the base 
projections. Are you absolutely sure the land parcels have the 
projection you describe? When I see shifts, I am automatically 
suspicious that the data is on a different datum to wgs84. Can you 
independently check a value in the parcel data?
