Is the problem caused by the internal layer count not reducing to zero? I
think this can be happen if you erratically zoom in/out. This allows the
count to go up but doesn't generate the necessary events for completion..
something like that.. We had to put in place a check to make sure the count
didn't exceed the layer count.
