[OpenLayers-Users] Display Raster KML Layer

I have a locally hosted Raster KML layer and cannot get it to load.  Any
tips?

I was able to get a Vector KML to load with no trouble, but don't know what
to do to get a raster to load.

Do I need to load it as a graphic (is this possible with a KML)?
