to produce a markers layer with FramedCloud popups quite nicely. However, when
I then overlay another layer such as colour filled polygons as a WMS
overlay it overplots the markers making the popup event not fire. I have set
the polygon overlay's z-index to be lower than the Markers layer with the
map.setLayerZIndex method but this does not seem to work on the Markers
