<DIV>You absolutely do not need to use Google as a map layer provider. If you choose to use Google, then yes, you will be subject to some licensing issues. However, you can get data from huge range of data sources besides Google. These include getting raw data and setting up your own map servers such as Mapserver or Geoserver, which are both Open Source.</DIV>
