I can select the features of layer1 via mouse over.<br>

Try to pass the instantiated object into the array:<br>

OpenLayers.Control.SelectFeature([this.vectorLayer,
this.rseqVectorLayer],{});<br>

Here this.vectorLayer and this.rseqVectorLayer are the
instantiated objects of OpenLayers.Layer.Vector. <br>
